no...i think it's a kids bike. It would explain the inappropriate stem choice, and the fork. The echo SL fork is dangerous for anyone that weighs more than 100lbs...

yea i think 20" bb height can be even higher than this, because your center of gravity is already lower than if you were to be on a 26". I'd be curious to try a mod with 1015, +90, 350, 71.5...
